He’s just hanging around to see what they have on Bucky, to learn exactly how they’re tracking him, what all of the plans for the Winter Soldier are. He muddies the water – every story he tells about Bucky is a fabrication, and maybe Natasha would’ve been able to tell, but she’s off finding herself.

The thing is, he put the world before Bucky before. He died happy because he’d be meeting Bucky in whatever came next. And he hated himself and SHIELD for waking him up, but he understands, now. This is his second chance. This is his second chance to save Bucky and he’s done saving the world that has treated Bucky so horrifically.
