Bucky/Coulson, Soulmate AU, HYDRA protects Phil to save the Winter Soldier

Somehow, HYDRA finds out that Phil's soul-mate is Bucky Barnes (and Phil has always assumed that his soul-mate was already dead, which is why he takes stupid risks). HYDRA knows that the Winter Soldier is Bucky Barnes. In this particular AU, if someone dies, their soul-mate suffers for it, or even dies as well. Which is why HYDRA is so damned set on keeping Phil safe.

It's a HYDRA agent who suggests that Fury bring Phil back to life. There's always a HYDRA agent on any mission with Phil, to protect him. It's part of why Phil got taken in by so many; it's been their mission, on many occasions, to keep him alive, and thus keep their asset sane/alive. He thought they were just being nice.

When HYDRA falls, there are many agents who want to take Phil out, who have no idea who his soul-mate is. Meanwhile, Bucky is on the run trying to 'find himself', hears about this Phil Coulson, and decides to find him instead. All while the top-level HYDRA agents are scrambling to stop the low-level HYDRA agents from ending Phil's life.

Would love to see some of the times a HYDRA agent has gone to ridiculous lengths to keep Phil from coming to harm. And if Bucky and Phil meet in the end, that would be lovely. :D
