Spoilers Steve/Winter Soldier Over-Protective Steve

Basically when Steve got the serum and rescued Bucky, he vowed to protect him to repay all the years of Bucky watching out for him. But there's a limit as to how much you can protect someone else when you're both carrying out missions on a battlefield, and then Bucky fell off the train.

But now that Steve's recovered the Winter Soldier and they're not in a war anymore, he can do all the protecting, all the time, and follow Bucky around like a mother hen. Bonus points if Bucky's still mostly the Winter Soldier at this point, as is confused as hell as to why his new handler seems to think he's incapable of doing things for himself.
