Omg, would you actually consider doing it?! Because all I can think is that Fury/SHIELD probably couldn't just let it go and Steve and Bucky kind of end up on the run from them, only not desperately because they mostly keep trying to get Steve to 'do the right thing' since they saw exactly how well going against Captain America worked for Hydra and the thought of Steve turning around and considering them to be an active threat to Bucky kinda keeps them up at night.
