Although the files are hard to find, many of them destroyed, eventually Steve/the Avengers/Bucky himself, finds a really obscure source, who mentions that while he was being passed around as a blunt weapon, someone thought it would be cool to have and train Winter Soldier's children.
The breeding program lasted just long enough to produce one child, a girl who was reared by the Red Room.
BONUS: I'd like to see Bucky and Natasha being the least perturbed by this. He's dealt with being a weapon for longer than most people are alive, she's been trained from birth to be an assassin; the fact that she's the product of one of his handlers being less than sane isn't perhaps the most comforting knowledge, but it's hardly the worst news either of them have ever gotten. So, they resolve to go get some greasy Russian food and a frozen bottle of vodka, to get some familial bonding going, while the Avengers freak the fuck out. I would dearly love it if Steve started going absolutely bonkers.
