Both Steve (Stella) and Bucky (Rebecca "Becky") are female. Most else is the same growing up. Thing is - Becky never gets drafted, so quickly hears about it when Stella finally talks some doctor into fudging her medical forms and getting her into the Women's Auxiliary Army Corps/ WAAC (which didn't become the WAC until September 1) [Yes, there were female soldiers in WW2. 100k of them at the peak]. She immediately enlists, of course, following her idiot of a friend to WAAC training camp.
Then Stella is chosen against all odds for Project Rebirth, and becomes the first and last super soldier. The Senator jumps at the chance to have a female WAAC hero (since recruitment for the WAAC was taking a hit thanks to a homegrown anti-WAAC propaganda campaign, but many generals and representatives wanted as many female soldiers as possible), and Stella gets shipped off on a recruitment tour. Becky ends up completing Basic on her own, then being sent to join the WAC battalion supporting the Fifth Army in Italy - where she's captured by HYDRA after Operation Avalanche (so timeline gets pushed back a bit of course since the Fifth Army WAC weren't in Italy until mid November)
...So basically historically accurate female Captain America, the propaganda surrounding her, and the WAC because seriously the Women's Army Corps doesn't get nearly enough love, and/or a 21st century fic with this as background. Even just a short one-shot or artwork set in this general 'verse would be amazing

Because even female, they still express affection through being assholes to each other +100: Due in large part to the difference in how she's used early on (recruiter rather than dancing monkey), Stella acknowledges her power as Captain America and manages to get a lot pushed through. Like dramatically raising WAC recruitment. And possibly getting single, childless women added to the draft (which had a surprisingly high amount of popular support, but Congress blocked it)
