Bucky's healing process has him re-developing a lot of basic skills that had been stripped away or damaged from the years of conditioning and torture.

One of those is his language skills. This leads to him often repeating the things that others say to him. Or around him. Particularly, things that don't quite make sense to him. Particularly, things he probably shouldn't have been listening in on.
