but say Steve is tracking the Winter Soldier down and finds him. maybe WS wants him with subconscious memories that couldn't be wiped and doesn't know why he does, or doesn't remember him at all but doesn't have anyone and is desperate for touch, or whatever, and doesn't know how not to be violent. and Steve knows WS could and might kill him, but wants this because it's Bucky even if he doesn't know he's Bucky and he'll take this if that's how he can have him.
