How about Steve and the Winter Soldier entering a relationship as the Winter Soldier gets his memories back, but because the Winter Soldier's had so much done to him against his will (torture, memory alteration, etc.) and Steve is such a boyscout, he needs to make super extra sure that everything they're doing in bed is something Bucky wants to do.
